2270 Ruling power according to the people....

March 20, 1942: Book 31

The weak must submit to the will of the strong and bow to his power. Yet this is not right before God, for He has not appointed any human being to judge and rule over his fellow human being apart from the power He has placed over the people as rulers, who are no longer able to take divine laws as their guiding principle. Such a people needs a leader who dictates to it what it must and must not do, and the ruling power will act all the more strictly against the people the less it observes the laws that exist from eternity and whose lawgiver is God Himself. However, this ruling power is also commanded by God to exercise its office in love. And if it abides by this, its government will be just and guide the people in such a way that they will return to discipline and order of their own accord and no longer need a strict government, i.e. they will also be freed from it. But if the people have become completely unloving, they will also have a completely unloving ruler, who will again harass the people, often to the point of intolerability, and yet God will allow this so that such a people will still come to recognize it. It is certainly not in accordance with divine will that a power allows itself to commit offences that violate every commandment of love. And everything that violates divine will will also have a corresponding effect. People must know what is right before God and they must therefore abhor every action which clearly recognizes the activity of a power that is opposed to God. They must not themselves agree with or approve of the actions of those, but they must ensure that the lack of love is reduced as far as possible, they must ensure that the God-opposing power is not given the opportunity to develop its strength and power. Thus people must educate themselves in love, then the strict overlordship will not last long either, for God will take it away again when people mould themselves to such an extent that they no longer need a strict government. Conversely, however, the pressure from an earthly authority will become ever stronger the less people practice love, and a people that has become completely loveless can hardly expect any relief. It will have to submit to the ruling power to its sorrow, for unkindness triggers unkindness again, and such a people will hardly attain discipline and order....
