5500 God as regent.... Free will.... Law of order....

October 5, 1952: Book 60

All authority has been given to Me in heaven and on earth, and I use this authority not to judge but to redeem. Heaven and earth are subject to My will, i.e., the spiritual and earthly world is governed by My will.... And yet I also allow the beings freedom of will, which emerged from Me, as long as they do not use their will with completely opposing intentions, as long as they do not openly act against Me. Then My will can certainly oppose their will, but only ever in order to induce them to have the right will, because this alone signifies happiness in the spiritual as well as in the earthly kingdom. I certainly rule everything, yet because I also love everything that emerged from Me, all created beings were also given freedom of will, for I wanted to create co-rulers in the true sense, who were not meant to rule over equal beings, but only to uphold the order with love, which I recognised as wise and good, and therefore had introduced.... And this Law of Eternal Order extended to all spiritual and earthly creations, because they could only be blessed if the divine order, which represents the principle of love, was upheld.... Hence My will, My regency, is equal to the Law of Eternal Order, and therefore one cannot speak of a judicial office, of ruling by compulsion, as long as the eternal order is not overturned.... Yet where the being that emerged from Me opposes My eternal order My will emerges, and then I rule according to this will by binding the will of the one who misuses it.... yet only in order to mitigate or prevent the resulting consequences, for these will strike back and severely affect the being, which caused them through wrongly directed will. Yet the will only remains bound until the being is able to remain in divine order again, then its will will be tested and, as it were, the state will be restored again in which it can subordinate itself to My will in free will, where I relinquish the ruling power to it as it were, thus do not force it to remain in divine order, where I Am not obviously recognisable to it as ruler of heaven and earth either, so that it can move within or outside of My order of eternity without constraint, but this signifies its decision.... but the right decision can give it the power to rule over endless creations which, however, it utilises and exercises in the principle of love.... I rule over heaven and earth, but always only with love.... All power is given to Me.... I only exercise it in the principle of love, for even that which I bind and judge shall find ultimate freedom and will only be bound or judged, because it has lost its own love and therefore also its wisdom in free will, and it shall regain the divine attributes through means which I recognised as successful and therefore also apply through My love, even if they do not always appear to be based on love.... I reign with power and glory, yet always with love and wisdom....
